Indonesia / Support the implementation of fiscal and budgetary reforms
A project has been launched in order to meet the needs in expertise expressed by the Indonesian Government in the implementation of his fiscal and budgetary reforms. The latter has for objective to increase the tax revenue and to allow a more efficient management of public expenditures. These are necessary for the financing of development policies to reduce inequalities in Indonesia, which persist despite the growth.
Complete the financial support by a technical support
Funded by the French Development Agency (AFD) to height of 300 000 €, this project is implemented by Expertise France, in partnership with the French General Directorate of Public Finance (DGFIP). It is thus part of a broader program to support fiscal and budgetary reform (DPL), financed by the World Bank.
This technical assistance project is reflected in the organization of a series of Workshops and High-level meetings between February and October 2017, bringing together officials from the Indonesian and French Ministries of Finance.
Toward a transparent and efficient public management
These exchanges between peers are designed to promote a more transparent and efficient management of public finance. Thus, a seminar organized in April in Bandung has allowed a return on the French experience of driving of tax and budgetary reforms, in particular on:
- The financial governance, with the presentation of reforms such as the implementation of the Organic Law Relating to the Finance Laws (LOLF), the strengthening of the role of Parliament in the budgetary procedure and that of the tax administration in the budgetary and accounting control;
- The technical aspects, with cases practices on the design of a new tax (formulation, estimate of income generated, etc.).
