Expertise France (EF) and the French Development Agency (AFD) sign a framework agreement of cooperation.
Expertise France, represented by its Director General, Sébastien Mosneron Dupin, and the President of its board of directors, Jean-Christophe Donnellier, and AFD, represented by its Director General, Anne Paugam, have signed on November 18, a framework agreement of cooperation in the presence of the Minister of Foreign Affairs and International Development, Laurent Fabius.
This agreement, concluded for a duration of three years, aims to clarify the roles, define the possible cooperation and strengthen the synergies between the two actors of the development cooperation.
For Anne Paugam, Director General of the AFD, “Beyond the coordination of the action of the two agencies, the cooperation agreement signed today must contribute to the strengthening of the capacity of our partners in our countries of intervention. This aspect is today a condition sine qua non of sustainable development, a full component of the mandates of a development agency”.
Sébastien Mosneron Dupin welcomed for its share of “this common commitment in favor of cooperation to the development of quality, at the service of sustainable development and of the French influence”. The minister meanwhile welcomed this rapprochement.
This agreement will enable the extension of operational collaborations underway or in construction, particularly in regard to intervention in countries in crisis or post-crisis and on other areas of common interest.
The AFD and Expertise France lead already common actions, notably in the area of the fight against the global warming:
- In order to help African countries and island states to prepare their contribution for the COP21, a facility to support the development of national contributions of 26 African countries and of the South Pacific Regional Environment Program has been funded by the AFD and implementation by Expertise France as early as the beginning of the year 2015;
- Expertise France implements, on financing of the AFD, a regional project of support to the taking into account of climate change in development strategies: Africa4Climate. This project is deployed in 4 pilot countries: Gabon, Kenya, Uganda, Benin.
The framework agreement, which is elsewhere entered in the framework of the reform of the financing of the sector of the governance, will continue and strengthen this cooperation in the service of sustainable development.
