Expertise France and the Delegation of the European Union to Vietnam launched a project to support the State Audit Office of Vietnam.
The official launch of the project EU-PFMO – Capacity Building Support to the State Audit Office of Vietnam, co-organised by the Delegation of the European Union to Vietnam (DEU), the State Audit Office of Vietnam (SAV) and Expertise France (French International Technical Expertise Agency) was held on June 24th, 2016 in Hanoi.
The launching ceremony was co-chaired by the Auditor General of the State Audit Office of Vietnam, Dr. Ho Duc Phoc; the Ambassador of the Delegation of the European Union to Vietnam, Mr. Bruno Angelet; the Ambassador of Switzerland to Vietnam representing the Swiss State Secretariat for Economic Affairs (SECO), Ms. Beatrice Maser Mallor and the Director of Expertise France Asia, Mr. Stéphane Gil.
In his opening remarks to the workshop, HE Ambassador Bruno Angelet stressed the importance of good governance and rule of law for sustainable development and economic growth of Vietnam, the huge benefit to the Vietnamese economy from increased transparency, and the crucial role of the State Audit Office of Vietnam in maintaining a sound budget oversight system.
The EU Agenda for Change, adopted in 2011 by the European Commission, is the basis for the EU’s development policy. Good governance, anti-corruption policies, and public financial management are among its key priorities targeting the poverty reduction in a rapidly changing world through improved governmental system and policies. Indeed, progress in public finance management plays an essential role for the achievement of broader development objectives.
In this context, was signed on December 30th, 2014 a Financial Agreement (FA) between the European Union (EU) and the Government of the Socialist Republic of Vietnam regarding the EU Public Finance Modernisation Programme in Vietnam (EU-PFMO). The programme also received financial support from Swiss State Secretariat for Economic Affairs (SECO). The aim of this Programme is to contribute to the improved management and oversight of public finance in Vietnam, by building the organisational and operational capacity of the two key institutions, the State Audit Office of Vietnam and the Ministry of Finance.
The Component 1 of the programme provides capacity Building Support to the State Audit Office of Vietnam to improve the accountability, reporting, transparency and oversight of public financial management, in line with its Development Action Plan (DAP) which was approved by the Auditor General in December 2010.
On behalf of the Delegation of the European Union to Vietnam (DEU) and SECO, Expertise France implements this project from June 2016 to December 2019 with a total financial volume of EURO 3,900,000.
The Project focuses its support on two specific pillars of the DAP:
- Pillar 1: Developing the SAV human resources in accordance with SAV’s DAP.
- Pillar 2: Enhancing Audit Planning, Modernisation of Audit Methods and Management of Audit Activities in line with INTOSAI standards and international good practices and in accordance with SAV’s DAP.
Besides, it is expected that some of the proposed activities under this project will be cross-cutting in nature and therefore will have indirect impacts on the remaining three pillars of the DAP.
